Corruption spread in the country is a complex problem and the root of this problem can be traced in the social, economic, political, administrative structure of the country.  Corruption is often considered an administrative and economic problem, but its social aspect is relatively more important.  The major causes of corruption are as follows:
  • Social acceptance of corruption as an important means of economic prosperity.
  •  Strengthen the desire to overtake their counterparts in any way, moral or immoral.
  •  Using corrupt means to achieve higher living standards.
  •  Lack of transparency and ease of adopting corrupt practices in the guise of law enforcement.
  •  Inadequate punishment and punishment laws for corruption.
  •  The nature of corruption cases being of civil nature and lasting or pending for a long time.
  •  In the absence of evidence, the corrupt people get released and get easy bail.
Apart from these, inefficiency of the government and large population of the country is also another major cause of corruption.  The government is not able to provide dignified public services to such a large population.  Therefore bribe is given to get these services.

As in Australia, there should be a series of public service values ​​that are set by legal contract, as well as a system to ensure that civil servants are consistently enthusiastic about these values.

Some specific recommendations are as follows:

● The ethical code and code of conduct for officers should include the issue of conflict of interest in detail.  Serving officers should also not be nominated to the boards of government undertakings, however, this will not apply to non-profit government institutions and consulting bodies.

● The 'public service values' that all public employees should uphold should be defined.  It should be applied to all categories of government and semi-government organizations.  If these values ​​are violated, it should be treated as misconduct and punishment control.

● Separate moral codes should be created for different classes of people.  There should be a moral code for ministers, members of the legislature and civil code, a moral code for the members of the legislature and civil servants.
