  Pallabi de Purkayastha of The Times of India gave the film three out of five stars with 'Kagaz', which could have been a go-to film for those seeking a burst of inspiration, but it was an un-dimensional masterclass.  Finished in the act of a man ".

  Sibal Chatterjee of NDTV gave the film three stars, stating that "Satish Kaushik plays a more extended role with the customary aplomb. However, Pankaj Tripathi is left to retain the paper, even when  It seems to be wiping a touch under the burden of its purpose. He did not disappoint the film.

  Gautam Bhaskaran of News18 gave the film two and half of the five stars, saying that the paper is a satire that is told with sincerity and dedication, and to say that the bureaucracy is caught by its horns.  The film is a forceful depiction of how India's poor treatment continues to this day - almost 74 years later the country attained its independence from decades of foreign domination, first by the Mughals and then by the British.  In a way, the poor of India, most of whom live far away from the urban congestion, remain as poor as those who still suffer the brunt of a largely inefficient and corrupt administration.

  Umesh Punwani of Koimoi rated the film as three stars, saying, "Pankaj Tripathi acts as a paper-weight keeping every aspect of this story together. His acting scope helps us establish such a link.  That persists throughout the film. "
