What is reservation?

The purpose of reservation is to provide social justice to the underprivileged, oppressed and backward classes. Under this, some places are reserved for the socially, educationally and economically weaker sections, keeping them separate from the general competition in the areas of public importance.

The rules of public competition are relaxed to ensure the success and representation of the people of these classes.

Why Reservation ?

The Indian constitution provides for reservation of minorities, backward classes, scheduled castes and scheduled tribes.

Such a system was necessary because some sections of the society were separated from the mainstream due to social systems (due to birth-based varna-system).

In any other country, why there is no reservation on caste basis?

Many times it is argued that there is no system like reservation in any other country of the world, especially on caste-based basis, so why reservation has been given in India on caste-based basis?

The biggest reason behind this is the historical background of India. Actually, there was no prevalence of varna based social system in any country of the world.

Manusmriti in India finds mention of the four varnas named Brahman, Kshatriya, Vaishya and Shudra, as well as a clear division of their works.

In fact, in India, this social system has gained religious base and this system has been going on since ancient times to the present. This is the reason that the concept of reservation has been adopted in India.

Should reservation be on economic basis ?  

The 103rd Constitutional Amendment Act provided for 10 percent reservation for economically backward classes, which was also approved by the Supreme Court.

From the point of view of sociology, there is no concept like reservation on economic grounds. But in India, this arrangement has been made to strengthen the efforts of poverty alleviation and to bring the economically backward classes into the mainstream of society.

Why the affluent backward classes also have the benefit of reservation?

It is also argued that the backward classes, especially those from SC and ST who have obtained the prestigious public board by taking the benefit of reservation, should be excluded from the purview of reservation. However, this concept has been adopted as a creamy layer towards other backward classes.

But this argument is not justified, because if a person is financially prosperous, then it does not mean that he will not be discriminated on social and caste grounds. Economic prosperity is not a measure of social equality.

The biggest example of this is the discrimination with President Ram Nath Kovind at Puri temple in Odisha on March 18, 2018, with the temple priests raising strong objections to the President's entry into the temple as the President comes from the depressed class.

Earlier on June 25, 2011, National Scheduled Castes and Tribes Commission Chairman P.L.  Punia was barred from entering a prestigious temple in Ranapuda, Odisha.

The priests of the temple clearly stated that P.L. A special section of Punia community comes, whose entry into the temple is forbidden and their entry has polluted the temple.

When individuals occupying key constitutional posts can be discriminated on caste lines, then what would be the status of the common man from the Dalit class in the society can be imagined.

Arguments in favor of reservation

For the development of a justice-based social system, the representation of all sections of society in a democracy is essential for equal participation of all sections in the development process to include the weaker and backward sections of the society in the mainstream of society.

Argument against reservation

Against the principle of ideal social justice, because social justice is based on equality, while reservation is based on the principle of unequal conduct, reservation promotes casteism, it creates a bitterness in different sections of society.

Reservation against the principle of quality

Reservation in government services has an adverse effect on the efficiency of the employees.  Promotion of a person of a particular class can cause frustration in a person of another class.

Should reservation be abolished?

Many people argue that the reservation was made initially for 10 years at the time of constitution formation, but later it has been continuously increased. There is no need for reservation, it should be abolished.

But it is not so, the President and the President of the Scheduled Castes and Scheduled Tribes Commission have seen examples of discrimination on the basis of caste. There are numerous such examples. Actually, the history of caste system in India is almost 2000 years old.

At the same time, the system of caste division also has religious basis. In such a situation, the discriminatory system that has been going on since 2000 years is impossible to end in just 50 to 70 years. Even today, such examples are found in states like Uttar Pradesh and Bihar, where the bride of a Dalit class cannot take her procession from a well-to-do neighborhood.

So until the bonds of social order are relaxed. Till then the reservation needs to be continued. Every central government also supports this view.  Concepts like social justice and dignity and dignity of the person described in the Preamble of the Indian Constitution are also inspired by this sentiment.

Reservation should not be considered an evil. The weaker and backward sections of the society have definitely moved ahead with the reservation. In fact, reservation can be implemented in a more transparent way so that its stated goals can be achieved.

Apart from this, the unreserved classes should also not adopt hostility towards the reserved class and try to bring welfare of the deprived people of their class and bring them into the mainstream of society.
